Behind the scenes of a high-complexity logistics operation: 9 semi-trailers of solar panels delivered to a French military base

1. The context

An international company operating in the clean energy sector needed to transport a major shipment of photovoltaic panels to a military base located in southern France.

The operation involved several complexities:

  • fragile and high-value cargo
  • delivery to a military site with regulated access
  • transport planning required well in advance
  • coordination of multiple loads within a short timeframe

2. The logistics challenge

The project involved the transport of 9 semi-trailers loaded with photovoltaic panels, collected from two Italian production sites (Naples and Avellino) and delivered to a military base in France.

The specific requirements of the military base allowed a maximum unloading of two trucks per day, with deliveries scheduled in fixed and non-negotiable time slots.

What made the operation particularly complex were the restrictions imposed by the military site. To access the base, it was necessary to provide the following information one week in advance:

  • vehicle license plates
  • truck registration documents
  • drivers’ documents
  • drivers’ criminal record certificates

     

All data had to be submitted in a single batch for all vehicles, allowing the military base to pre-authorize access.

In the logistics sector, where transport routes are often defined the day before, such a request requires extremely precise planning.

Additional operational constraints also applied:

  • access allowed only to drivers with EU citizenship
  • deliveries possible only in pre-scheduled time slots
  • distance of over 1,000 km per route

It was necessary to coordinate a network of selected partners to ensure the availability of the required vehicles in the loading areas on the scheduled dates, with a significant reorganization of logistics routes from the previous week.

Driver SELECTION

All drivers were selected after verifying that they met the requirements requested by the client, including EU citizenship and a clean criminal record.

Document MANAGEMENT

The Transuisse team collected and organized all required documentation, including vehicle details, driver data, and authorization forms, allowing everything to be submitted in advance to the military base and obtain approval for both vehicles and drivers. The entire procedure was managed directly by Transuisse, relieving the client of any operational tasks.

Operational COORDINATION

During the loading and delivery days, Transuisse maintained constant communication with the client, drivers, and consignee, monitoring the status of the shipments until the final delivery.

Managing unexpected EVENTS in international road transport

As often happens in road transport operations, the project also required managing some unexpected situations.

In one case, a vehicle experienced a technical breakdown shortly before arrival, requiring a repair stop and creating the risk of missing the scheduled time slot.

On another occasion, an organizational issue occurred at the military base, where the unloading personnel were not present at the time of arrival.

The truck therefore had to wait outside the gates until the following day.

Thanks to constant coordination between drivers, Transuisse, and the consignee, both situations were managed without impacting the overall delivery schedule.

The result

All pickups and deliveries were completed within the planned timeframe.
The management of authorizations, vehicles, and drivers was approved without requiring modifications, and the client was relieved of the entire operational management while maintaining full visibility through constant and timely updates.
